Dousing and igniting everyone but you and another person with a KPN of 1 is really hard. In a game where none of his targets died and there was 1 death each night, without lynches, this would take 8 nights. The arso would be found before that. Another thing that makes them UP is that they are the only NK that can die to a teammate. SKs have immunity, while the other one are unique. But arsonist are forced to waste a night if they are visited by a teammate. That's pretty UP for me.
It's UP, but WW is definetely the worst. Sure, it's swingy, but it has a KPN of .5, where the Arso has claimspace because of douses tricking invests AND it has increasing KPN from .5<. Since it has claimspace, it can stall better, and Mafia does still kill. Additionally, the Arsonist has no interaction with the Doctor.
It really depends. As I said, there was a time back when I was new when Werewolf was objectively THE hardest role in the game. It had no immunity on every odd night, so it tended to win only by either getting really lucky and mauling quite a few people or else by some grave (geddit?) mistake on Town/Mafia’s part that led to them losing control of Werewolf. I used to love being Mafia when Werewolf was around as it would take out a few Town and then you could kill it without even needing to out them to Town. Was pretty frustrating playing Werewolf, though.
Nowadays, it all relies on what the Role List is and the quality of the players. In Ranked or other game modes where it’s just the one Neutral Killing, it’s Arsonist. Werewolf has an advantage in those modes as a) you can’t get another Neutral Killing anyway so uniqueness doesn’t matter, b) Werewolf can take out important roles like Jailor early if they can figure out who’s going to get jailed and most importantly c) Werewolf’s victims actually die when he visits them and whilst that reduces claim space if they’re quickly figuring out who’s who then you want Town to lose majority as fast as possible (without handing Mafia the victory) and alive people are still a very active threat that can catch you. Arsonist’s douses can overlap with the Mafia’s kill, wasting the night (whilst with Werewolf you usually get someone who wouldn’t have died otherwise). Furthermore, roles like Escort can completely neutralize the Arsonist, whilst on full moons Werewolf will just cut through anything in it’s way (albeit likely exposing themselves, but that doesn’t matter as much if you’re late game when a vote either way can swing it). Arsonist does have an advantage in Custom or Chaos games where there’s an opportunity for multiple Neutral Killings, as the graveyard fills up quickly and your attack is very helpful for cutting through multiple immune enemies. I suppose you could argue that you’re just more likely to get the win as a Neutral Killing in the latter sort of games as opposed to Ranked, but on power of the roles alone I think Arsonist is harder.
