Two Doctors can also do that. They aren't Consort-resistant like the Transporter version is, but on the other hand they are Werewolf-resistant (unlike the Transporter version), and they don't have to know who the Mafia is to protect each other.

there is literally no downside to transing N1, as long as you don't take TP off of the Jailor or Mayor. A Sheriff finds one of your targets sus? Clear it up and get the right person lynched. They push too hard? They are an exe. You throw off Mafia kill onto someone else? You confirm the other target as non-Mafia. There is no downside to it.

Transporter is a funny and a super high risk/super high reward role, can protect and kill indirectly but can mess up the info, you must be skilled with it

For sure it's detrimental if you misplay. I'd say transporter is too easy to confirm role, because there is no evil counterpart to his ability... but what about a Transporter who SHOULD be detrimental?

It has a higher skill level needed than most roles, but once you get good at guessing who mafia might attack (other evils) than it can become VERY powerful, it just takes time to play it well.
