i've had a couple people ask about this, so ill clarify: if you are adding an extra stat, and say you need to subtract 3 from another stat to add it, you can split the -3 up between multiple stats
also you can know as much or as little of the CBS/GTH lore as you want)

I take great offense to that! Politics can be quite interesting if you actually follow them proper, sure it can seem like droning at times, but sewing how politicians interact, seeing their risky moves to try to sway more people, hell, seeing great failures can be great as well.
Did you know that once a political party attempted to forcibly merge into another party by having their member's cross the floor, but all it did was make them all lose their elections from the subsequent outrage and lead to a third, unrelated party instead taking majority power? Unexpected moves like these can be quite interesting, and often hilarious to watch happen, especially if you know how they were orchestrated.
