In addition to that, I can make this role NK or NC since NKs and constant killing NEs paired together will add more KPN's.
However, this role's goal is to see the town lose. Not to kill everyone who oppose. Plus, if this role kills a Neutral, then its a likely loss for Wraith since all their charges are depleted.

Jester is not a true Neutral Evil, it needs to be Neutral Benign and so does Executioner. We currently have one true Neutral Evil, which is Witch.

For the reasons you have mentioned, I can change this role to maybe NC? But I'm not certain if it should be NK or NC or neither of them.

I don’t think this means “no NC roles”... it’s advising to refrain from making a role that causes chaos. Despite the name, Neutral Chaos is usually a category for roles that don’t fit in any of the other alignments. I guess you could call it “Neutral Miscellaneous”
