Generally the ToS kill structure is fairly linear, so the length of a game is directly proportional to the number of players. By that logic, 3-use abilities should only have one use for 7p games and 2 uses for 8-12p games. Forger, which has two uses normally, should have one use for games with up to 11 players. Doctor and Bodyguard would get their self-heal once the game reaches 8 players.
Basically I'm rounding the base number of uses multiplied by the fraction of players in the game versus a full game. So in a 11p game Veteran should get 3 * 11/15 = 2.2 which rounds to 2 alerts.
