In smaller games, roles with limited shots of their ability should have less shots to scale their power down.

For example:
    In a 7p,8p, or 9p game:
    Spoiler: Veteran should only have 2 alerts.
    Jailor should only have 2 executes.
    Forger should only have 2 forgeries.
    Janitor should only have 2 cleanings.
    Bodyguards should not have any Bulletproof vests.
    Doctors should not have any self-heals.
    Any RI role should have reduced charges(if they are a charge-limited role)
    etc

    In a 10p+ game:
    Spoiler: same as above except for doctor and BG, in which at 10p+ they get their self-protective abilities
    ^can be adjusted as the host/community sees fit

Generally the ToS kill structure is fairly linear, so the length of a game is directly proportional to the number of players. By that logic, 3-use abilities should only have one use for 7p games and 2 uses for 8-12p games. Forger, which has two uses normally, should have one use for games with up to 11 players. Doctor and Bodyguard would get their self-heal once the game reaches 8 players.

Basically I'm rounding the base number of uses multiplied by the fraction of players in the game versus a full game. So in a 11p game Veteran should get 3 * 11/15 = 2.2 which rounds to 2 alerts.

Will that modification be added to TG? If so, can you make a full list of the amount of shots for each role depending on amount of players?

I think it should be mod's choice. Next time I host I'll try it out using the method I outlined above to calculate the number of shots. If it goes well it can become standard and if it flops for some weird reason we could switch back.
