Cave Story has always been free.

What you're paying for in the paid versions is English localization and maybe updated graphics, music, and a bit of extra content.

Regardless, it's a good game that you should pick up while it's free.

Honestly I don't understand why Epic gets so much hate.

It seems there are three issues with them for most people that dislike them:

1. They made Fortnite
Need I say more?

2. The Epic Games Store is an inferior platform to Steam
I agree. Doesn't mean I won't purchase games on there or abuse the freebies.

3. Epic Exclusive Games
This is the one thing I'm kind of iffy on. On the one hand, it is anti-consumer to offer exclusives, as rather than the consumer being able to purchase the product on the platform they prefer or deem superior, they must buy it from an inferior platform. This means the company is making money from a product (the launcher) that is inferior to those of others through that exclusivity instead of through better features. If Epic actually tried to bring out better features to compete with Steam, we could have much better launchers and marketplaces due to that competition and one-upmanship.
On the other hand, signing an exclusivity deal helps provide the company that made the game with a bit of monetary security, as the payment for exclusivity helps to make up for some of the costs of making the game. This can allow developers to make games that are more experimental, or will only appeal to a small audience, as they need to make less revenue to make up for the development costs.

There have also been a lot of unfounded rumors going around about the EGS being insecure. The key word is that they are unfounded. There has been no proof of these problems.
