Lookout and Retributionist saw Veteran visit someone

I was playing a game today and we lost due to a bug in which both I as a lookout and a retributionist using a lookout saw the veteran visit someone.
The veteran was not witched and we can't quite figure out what happened or how it happened.

I've provided screenshots above of the issue. If this is a mistake on our end and for some reason, veterans can now visit even without being witched, I apologise, but I've been playing this game for years and I've never seen anything like this happen before.
