I was banned for an argument with a player who was harassing me and called me a “r*tard”. My response was to their gamethrowing and name calling tactics. Everyone was actually reporting them for gamethrowing (3866726). My actions are more akin to typical TOS salt and didn’t rise to the level of harassment warranting a ban. The TOS trial group discord suggested I appeal here. Thank you.

I am not sure if saying someone has lost their right to speak multiple times is "typical ToS salt". Generally doing that stuff once or twice is fine, but there is also a given threshold, which you should not pass with verbal barrages.
Also someone breaking the game's rules does not grant you a free pass to do so yourself. I am not sure if wanting a rather confirmed townie (invest in classic is a confirmed townie) lynched/killed as a townie yourself is a tactic instead of solid gamethrowing. This may or may not get into effect, if the guiltied report is simply swapped (hs/h for gamethrowing).

Your reply suggests that rather than repeatedly telling a game thrower to stop speaking (as I did here) that we just allow game throwers to run amok and openly call people “r*tards” without consequence or response? Am I understanding that correctly??

The r-word is filtered. If you do not want to see it, you can turn on the soft-filter.
However, someone saying something you do not like is not an excuse to spend over half of a game harassing someone. You could have used the ignore/mute function, but instead you spend the better part of the game simply harassing the other person instead.
