Paint.NET is a good lightweight image application. It was supposed to replace MS Paint for Windows 7 but the plug was pulled. Now it's free. I've been using it for everything for.. like five years. I make a decent amount of graphics and it covers all the essentials.

You could also just right click, save picture as, and then open it up in paint to resize/crop.
