Users circumventing chat moderation controls

Having just returned to the game after a while away I find that many users are able to post hate speech and racism whilst also being able to get around the reporting system.
In game this isn't too much of an issue as the users can be reported, but outside the game there is no reporting function. Users are free to spam unfiltered chat (spam, phishing, bullying, hate speech, racism and more) in the game lobby before a game starts. If the user leaves the lobby before the game starts they go unreported and can re-join (resetting any game countdown) to continue spamming.
