Spy and Werewolf Cheating

In a ranked practice game there was a dead spy and a living werewolf claiming spy. This living werewolf was passing spy tests as a werewolf, as we all know, this is not possible without some form of cheating. One of two things is going on here, either A. He can see whispers through some sort of mod to the game (I dont even know if these exist). Or B. He and the dead spy are cheating and he is being told what the whispers say. I then whispered the werewolf telling him that I was going to report him and he just said "okay (:"
