Guilt is a strange concept, but Vigi without suicide and potentially 3 kills is also too strong.

• Each night you may shoot someone.
• You may not shoot Night One.
• You have 2 bullets.
Three kills on Town-side is enough to put scum at 1, or to kill a Witch and a Mafia member – huge swing in a game revolving around deception. To this end, a reduction in bullet count will decrease the swinginess of a Vigi while still allowing for a plurality of scum-reads.
• If you kill a Town member you will throw your gun away in disgust.
In response to this objective nerf, now, the Vigilante will not shoot themselves if they kill a Town member. Instead, they will merely throw away the gun, making them a voice and a vote but nothing more – which feels much safer for Vigis to make a lucky shot once they've killed scum on their first shot. And, of course, this also increases the Mafia's ability to claim TK, as you can claim a Vig shot when it hit a Townie and not suffer the consequences of being hung if you don't die the next night.
