My table group interpreted this rule to mean that the Forensic Scientist is given all available Location of Crime tiles, and may freely choose the one they think will best outline the Crime as they imagined how it happened.
It seems to be consistent with the rulebook too, don't you think?

Well, my idea was not the murderer but the victim had the cap but it is an important clue for the incident. If murderer had it it would be justice, but if victim had it and it become involved to the accident somewhat than it may toward to jealous more.
You know, electric current fits the theme so perfectly that I kinda wanna this to work though not sure if I am biased or not
