Not every PR should be equal in power. A parity cop is a more mechanically interesting and slightly more powerful version of odd or even night cop. So if you want an invest that's weaker than a full cop but stronger than an odd or even cop, you may opt to run a parity cop.
Indeed. The only reason the Cop vs Parity Cop is even a problem is because we have a bad tendency to use ToS style game design, which is inherently just bad. It's incredibly difficult to set up role lists where you have slots randomly selecting PRs from a small pool, while also keeping the roles in that pool similar in power. This is the main reason I tried to design a different style role list which you can see used in XX1 (though we also ended up discovering the horrible flaws in that setup as well).
