If you've ever read my original item's description when I said it, you'd know, the vote only counts if it starts the wagon

Watt believes that Cow is now in possession of his item. If Cow truly does possess his item, then his vote would no longer count if not leading the wagon. If Cow votes and his vote is counted, then it's proven that Cow does not own Watt's item.
