Welcome to Council of Five, the game which completely changes the very core mechanic of Forum Mafia - lynching!
The Council of Five is like a normal FM game, but there is a separate group called the Council - these aren't players: they can't be targetted, lynched, or anything. In fact, their identities aren't even known to the town. The Council is responsible for taking in all of the information from the Town and deciding together on a vote. After five days, the player who has the most votes in the Council (which has five members, as the name implies) will be lynched. In the case of a tied vote, there will be one Councilman elected Foreman and one elected Vice Foreman - the Foreman vote will break the tie (or the Vice Foreman's if the Foreman is voting for neither of those players, or if neither occurs, the game will be paused for 24 hours while the Headman and Vice Foreman are asked for their vote).
Citizens will be implimented in the game, but they will have a unique ability to make up for them not having a vote. Once during the game as a night ability, a citizen can masquerade as dead non-unique and non-power town member. For the following day and night, the citizen can use the day and/or night actions of that role (limited-use abilities will have the remaining count transfer, for example if a Vigilante shoots two non-Town and then dies, the new Citizen has one bullet left). Vigilante guilt will not transfer to the citizen, although the citizen will have no more bullets (rendering the role useless). Vigilante guilt incurred by the Citizen (a citizen shoots a Town) will not affect the Citizen (they no longer have a gun). Citizens may not masquerade as cleaned Towns. Any person may only be masqueraded as once. If a Citizen decides to masquerade as someone who has already been masqueraded as, the masquerade fails and the Citizen retains their masquerade. A "pecking order" of citizens will be established by RNGsus pre-game to determine who will succeed as masquerading in case two citizens target the same player.

Your alignment is Town Citizen+.
You don't usually have any special ability and just try to live your life in peace.
However, once during the game at night, you may choose to masquerade as a dead member of the Town. As long as no other citizen+ has gotten to them first, you will recieve their role for a day/night cycle.

You must kill Serial Killers

You may spare anyone else
A lynched Jester will be able to pick any Town member to kill. They may submit a list of potential town members to the Moderator - the top-most Town member will be killed. This information may not go through a Medium or back into the game in any way.
An executioner who lynched their target, having completed their only msision in life, will die along with their target.
Spy, Agent, Citizens, Lawyer, and Mayor will not be rolled, due to most of their power coming from voting and whispering.
The Council will be overthrown if the majority of the live players vote to /overthrow council. At that point, lynching returns to the players. When the Council is overthrown, any remaining members of the Town are killed defending the council.
Town wins with standard conditions. A townie voting to overthrow the council is gamethrowing unless there is some strategic reasoning for it (haven't thought of something but there might be a case where it makes sense). The council will win with the Town, and a faction other than Town may not win if the Council is not overthrown (except Neutrals who win with Town).
Town, Mafia, and Neutrals may not whisper at any time.
Framer's modification from ToS: "You may also choose which role they appear as should they be inspected by the Investigator." will not be present this game. I didn't realize it was there until after the game started.
