You have a point to me, because I don't consider most of this list to be high-priority targets if I were scum, but that's not necessarily true for all the others, as I've not played with a not-insignificant number of them. Maybe they have people they're afraid of that we wouldn't be.

It's a role power I made years ago, and it hasn't existed in a game since the game I made it for. It typically cannot appear in user-hosted games(as opposed to mod-games) due to the specifics of how it works.
