Framer and Hex Master should not spawn if there's no Sheriff or Investigator.
Disguiser should not spawn if there's no Sheriff, Investigator, Lookout or Spy.

If the you got the roles mentioned above and there's no Sheriff Invest etc. You will be useless and will only be seen as a vote to the mafia/coven.

Also if you hang a framer, you know there is at least Sheriff or Invest.

It confirms too much. Also framer is useful when there is LO and no Spy. Even if there is Spy, witch can witch framer into a maf and confirm a maf as town potentionally.
