Think of it in the same sense as the Mafia's ideal "overall ability" (similar to a mechanic like the Coven's Necronomicon...that little "advantage")
The idea of TMK (Tactical Mafia Kills) is where a Mafia Member can decide to carry out the kill for the night despite their role. (As Moustache Mario already touched up on). A Framer could carry on the kill for the night in the sacrifice of the mafia not framing someone for the night. This idealy applies to all mafia members.
The very idea of TMK is amazing because it seemingly only provides benefits for long-term deception.
-Jailor/Escort can no longer constantly roleblock the Mafioso/Godfather since now any mafia member could carry on a kill.
-It helps with having AFK Godfathers/Mafiosos since other mafia members could take the kill instead
-Gives more utility use for underwhelmed roles like janitors who have no cleans left, or a forger without any forges left, etc.
-Allows more deception
Now, the only problem with TMK at the moment is that no one can decide on how exactly TMK would work because...
Well, right now, it's not exactly defined as how the mafia "decides" who takes the kill for the night.
In addition to that, it's also questioned what exactly would happen to the Mafioso and Godfather since they're both roles centered around killing. If TMK was an equal thing for all mafia members, it's pretty open to interpretation and ideas on what exactly the Godfather and Mafioso could do as new abilities.
But this is why we have suggestions, right? So people can make suggestions about things like that.
