Plaguebearer plague doesnt work reliably #2

I've found a second occurence of this bug in my last game.
The investigator doesn't get plagued visiting the plaguebearer for some reason.

This also happens if you infect someone who was controlled and roleblocked, but Escort and CL who visited the same target never get infected. Fix it now.

escort and CL have higher priority than PB, so their visit happens before PBs
