Ret can reuse a townie?

I don't know if this is a bug or not but I was just in a game, our vig died, I used vig on a maf member but got witched, the person still died to vig shot and I didn't see the decayed sign on the vig so I thought it was another vig that shot, I got to use the same vig again and shoot another mafia member and when the game finished it was just that one person who was vig in the whole entire town, don't know if this is a bug or not though.
