Plaguebearer doesnt turn Pest when roleblocked

So I have been playing nonvisiting Plaguebearer in All Any just now. I regret I do not have any screenshots for this.
There was no transporter or disguiser in this game. But a Consort and a Hexmaster.
I did not plague anyone by visiting and at N6 there was only one last guy that needed to be plagued, the Mayor[5].
Mafioso and Medusa killed each other and Hex Master killed the Mayor. (Hex was visited by Spy and got plagued)
I got roleblocked that night, the last remaining people (4 the Consort, 12 the Spy and 6 the Hex) where all plagued.
Only when we lynched the Consort turned Mafioso I turned Pestilence before the night started.

Is it a bug or is it intentional that you cannot turn when roleblocked?
Or is it a unique combination because Hex cannot get plagued by VISITING plagued people (only by being visited) since he has astral visits with the book but since I didn't visit myself it only registered it after the day was over? Because I know sometimes a player doesn't get plagued by visiting PB (for example invest).

I still had my will in copy paste mode, I have written down whenever someone got plagued.

Plagues:
N1: 7,10,12 |attk + rb (10 rb'd me, I got away claiming exe after lynching the Escort[10] since spy saw maf visiting me. The Mafioso left the game)
