It helps for balance purposes for long ranged items to be more likely to miss.

Or for long ranged items to be far more restricted in their distribution because a long ranged item such as a gun or a bow+arrow has a clear advantage over a short ranged weapon like a knife.

You're going to want a nice blend of short and long ranged weapons (with long ranged weapons typically more powerful as even though they are more likely to miss it is harder for the opponent to get close enough to land a blow if you keep your distance) Other use...
