Set being Consig in this scenario is really dumb(storm)
They'd either out the BG/Vig to the town or the SK which makes them lose if they put them this early. Only rational thing is that Mafia outs this so which could control a potential Vig, which is stupid. Also if Set was Mafia then he'd've been advised not to investigate Dumb because Dumb has already claimed and could be a waste
