If you want to talk lurkers, Obi and I discussed EvilD as well. They seemed to be around for the tank event but not actually doing anything.
If the tank was player controlled and it wasn't Jammy, Evil would be a close second guess.

I'd say so because it looks like the players controlling the NPCs can spawn new ones should they die

@erravi Aren't npcs taking potshots at us only because of players? Didn't bottle flip a role that could control half the good npcs? I assume if there are no roles to control them they just become useless

One of the cit roles that flipped had secret text added that also mentioned controlling an NPC, which is why as town we need to check with Met during the ITA phase or send in actions to all the mods to see if a shot gets through that we don't know we had.
